Many Idaho residents want nothing to do with the new Smart Meters forced on them by Idaho Electric and the Public Utilities Commission in order to replace analog electric meters.

Some simply don't want them, others don't appreciate the eerie surveillance of residents' whereabouts and usage and the ability for remote power shut-off, especially where medical devices are concerned.

Most alarming have been the health effects from the EMF output – headaches, insomnia, nausea, ringing ears and more reported by residents nationwide.

Idaho Electric has been caught installing Smart Meters without permission, despite protest, even hopping fences while residents are away. Whether residents are home or not, IE reps have brought armed law enforcement to make sure the job gets done and police go without questioning or filing paperwork.

The media has been strangely quiet about the incidents and the outraged residents. One reporter interviewed an investigative blogger who brought the incidents to light, and wanted to clear it with her editor first. The story never made it to the papers. If anything, the mainstream media have lauded the new “energy efficient” Smart Meters despite growing evidence of health hazards and power spying.

On the one hand, IE says they would never force them on anyone (they just bring cops for good luck?), yet most utility companies and their bedfellow Public Utility Commissioners are calling them mandatory. They're not. And corporations are not allowed to bypass local officials and those they serve with mandates anyway.

Meanwhile, in Santa Cruz, CA, PG&E has resorted to another tactic of force – electricity shut-offs. And two weeks before Christmas to really tighten the screws. This time the media was there and PG&E was compared to both Scrooge and The Grinch Who Stole Christmas.

Local customers had pleaded with PG&E for weeks to have their Smart Meters removed, some installed without their knowledge. These residents were facing some serious health effects like insomnia, nosebleeds and nausea. After not being heard, they finally resorted to having professional electricians replace them with analog meters. So, naturally, PG&E shut their electricity off with no notice and no hope for their power back anytime soon.

Some of these paying customers had small and ill children who had to stay with relatives due to having no heat in freezing temperatures, and others had medical issues that required electricity for devices. Ironically, PG&E blames the action on the “public health safety risk” of having an electrician remove the meter.

Their choices were: no power, Smart Meter, or a digital meter which also emits EMF and causes health problems. A rep explained that the residents were supposed to call to get on a delay line until some opt-out method was developed, which would be weeks and weeks away. From the sounds of this “mandate,” any kind of opt-out will prove nearly impossible -- it already has. There were also hefty fees associated with any opt-outs which made PG&E look much better.

Thankfully, this type of corporate retaliation brought forth disgust and wrath from Santa Cruz public officials who intervened to help the families.

 
In a board meeting, they grill a PG&E pawn, and school her on her company's indefensible and non-sensical actions. They wanted answers and wouldn't accept her vague ramblings. They wanted to know exactly who to contact that could actually make a decision for the residents with no power. NOW -- not six weeks from now when some opt-out or delay decision made it down the ladder.

This board meeting is a must-see! Local government at its finest -- actually stepping in to protect individual liberty.

In one memorable part, a board member compares this corporation's actions to bankers pretending to help homeowners with mortgage questions, but systematically making sure they never talk to the same rep, sending them all over the place, and never actually helping their paying customers.

“We're having a Dickens moment here,” says one member. “You can choose to be Scrooge or you can say 'Let's get into the spirit of the holidays and help someone in need.'” A someone, who, by the way, is paying for this service! Another member wanted a different situation corrected: a resident said “No” to the Smart Meter, but it was installed anyway.


PG&E has since restored power -- for those few families, but what about others? Strangely, they restored power to the homes without any meters at all.

Transmitting Smart Meters Pose A Serious Threat To Public Health

Transmitting smart meters are being installed nationwide on gas, water, and electrical services, driven in part by funding for the Smart Grid Program approved as part of the American Recovery and Reinvestment Act of 2009.

This is of great concern because the exposure to microwave and radiowave radiation from these meters is involuntary and continuous. The transmitting meters may not even comply with Federal Communications Commission (FCC) "safety" standards (see http://sagereports.com/smart-meter-rf/). However, those standards were initially designed to protect an average male from tissue heating (cooking) during a brief exposure. These standards were not designed to protect a diverse population from the non-thermal effects of continuous exposure to microwave and radiowave radiation. Therefore, these "safety" standards were not designed to protect the public from health problems under the circumstances which the meters are being used. The transmitting meters most often being used transmit continuously, every few seconds. This is picked up by a receiver and logged by the utility. You are exposed to the transmissions from all the meters within transmitting range. The meters often have a range of over 2 miles. Thus, the exposure is continuous and the "safety" standards the meters comply with are irrelevant to the situation. Please read this letter from the Radiation Protection Division of the Environmental Protection Agency (EPA) regarding the limitations of the FCC standards.

Some transmitting meters transmit at less frequent intervals, however, they still seem to be causing health problems. This could be due to the still elevated levels of radiowaves and microwaves in the neighborhood because of all the neighbors transmitters. Remember, many, many meters are transmitting at these intervals. (One person with a meter transmitting hourly reports waking at the time it transmits.)

The transmitting meters can also put high frequencies directly on home and building wiring. This can happen deliberately through signaling to electrical loads or inadvertently through poor engineering. Poorly engineered meters can cause electrical pollution by putting the transmitted signal directly on home wiring or by the way they draw power to operate. Signals in the range of 30 to 60 kHz have been measured and result from poor engineering in the way the meters obtain power from the electrical grid in order to operate. Taking the steps on the Solutions page can help alleviate symptoms being caused by the meters. Meters could be properly engineered so that they would not be highly electrically polluting. Whether deliberate or inadvertent, studies are finding high frequencies on building wiring is related to a host of health problems. Milham and Morgan found a dose-response relationship between high frequencies present on building wiring and cancer. Removing high frequencies on building wiring has improved MS symptoms, blood sugar levels, asthma, sleep quality, teacher health, headaches, ADD, and numerous other health problems. (Visit Research page to see papers.) Technical papers provide a solid electrical and biomolecular basis for these effects. A recent paper by Ozen, showed that transients induce much stronger current density levels in the human body than does the powerline 60Hz signal. A technical paper by Vignati and Giuliani discusses the authors' findings that high frequency communication signals on power lines also induce much stronger electrical currents in the human body than a low frequency signal of the same strength. The induced currents disturb normal intercellular communications. This causes harmful short-term and long-term effects. There is also a simple meter that lay people can use to easily measure most high frequencies on building wiring.

The additional electrical pollution from the transmitting meters is also greatly exacerbating the ground current problem. Please see the Introduction page for more details about ground currents.

The objectives of the Smart Grid Program can be accomplished without transmitting meters and without using other technology such as high frequency communication over power lines, which are also harmful to human health. It simply requires that meters be selected that are properly engineered to meet the needs of the program without using dangerous technology. Multi-rate billing and other sophisticated metering options do not require that the meter transmit. Models are available that download periodically on phone lines, dedicated communication lines, or are read by a reader the meter reader carries. Dedicated communication cables can be used to shut off or allow on certain power consuming electronics such as air conditioners. It is essential that only meters that do not transmit or put high frequency signals on building wiring are approved for the Smart Grid Program. At this time, however, it is important to know that many new appliances are being outfitted with transmitters that transmit continuously and cannot be turned off. Be sure to ask detailed questions if you are purchasing new appliances.

The un-safeness of the "safety" standards for the continuously transmitting smart meters is apparent from the reports of health problems ranging from headaches to poor sleep to heart palpitations that begin after their installation.

Transmitted microwave and radiofrequency radiation also have the potential for causing serious long-term health consequences, even for those who do not notice overt symptoms. The majority of independent studies report similar results: impairment of cellular communication, DNA breakages, increased stress proteins, etc. Studies targeting cellphone and cordless phone usage are finding increased risk of brain tumors. Children seem to be particularly vulnerable. A review of studies performed prior to 2007 is available at http://www.bioinitiative.org. A recent public health study provides particularly strong evidence that we should be concerned about continuous exposure to transmitted microwave radiation. It can be found in a paper published in Pathophysiology (Volume 16, Issue 1, June 2009, Pages 43-46) Apparent decreases in Swedish public health indicators after 1997-Are they due to improved diagnostics or to environmental factors?. The authors looked at trend lines in data collected by the Swedish government and found that the introduction of cellphone technology nationwide in 1997 coincided with the beginning of an accelerating deterioration of several health indicators. Specifically, the rates of prostate cancer, brain tumors, melanomas and lung cancers in the elderly all increased dramatically. So did deaths from Alzheimer's disease, traffic accident injuries, sick leave rates, and percentage of infants born with heart problems. This paper is short and well worth reading. We should resolve the public health questions before introducing further public exposure to microwave radiation, particularly involuntary continuous exposure.

  • Spread the word about the public health threat posed by transmitting smart meters.   • Install a permanent sign on/near your meter(s) asking that no transmitting meter be installed. (Temporary signs seem to easily get "lost" or "blow away".) See picture. This one utilizes vinyl lettering.

     

  • Send your legislators and regulators both state and national these reports on the health risks posed by transmitting meters
    • Comment submitted by Daniel Hirsch, UC Santa Cruz Nuclear Policy Expert, to the California Council on Science and Technology details modeling flaws and concludes that microwave radiation levels emitted by transmitting meters being used in California are far in excess of claims.     • Sage Associates performed computer modeling and did measurements on at least two models of transmitting electrical meters.   • Work toward getting an opt-out program in your state. Precedent has been set in Maine for each state having such a program.   • The fact that in spite of the hype, transmitting meters are not helping to save energy should help in obtaining an opt-out program. See this press release from the Connecticut Attorney General stating that they have asked that the Department of Public Utility Control terminate the Connecticut smart meter program on those grounds after a pilot study showed that there were no energy savings http://www.ct.gov/ag/lib/ag/press_releases/2011/020811clpmeters.pdf. Ask your attorney general to do the same. Please also pass this on to environmental groups and others pushing this program on the basis of energy savings.

     

  • It is far more energy efficient to transmit data over fiberoptic cables, or even copper wires than to transmit it wirelessly, according to a Swiss study wireless transmission takes 3 times as much energy.   • Write George Arnold, National Coordinator for Smart Grid Interoperability. He has the power to set policy on meter qualifications for the Smart Grid Program. The program could, for instance, require non-transmitting and non-electrically polluting meters. However, he will have to be convinced of the public health threat they pose in order to do so.

If you already have a transmitting meter and it is causing you health problems, please:

  • See the Solutions page for steps you can take to reduce your exposure to radiofrequencies. Often reducing your exposure to all sources makes you more able to tolerate the sources over which you have no control. In the Transmitters section, there are now instructions for shielding the transmitting meters to protect your health while you work toward getting them removed.

     

  • Use this information to educate your physician and obtain a letter supporting your need to retain or regain your non-transmitting utility meters. This information may also give them the documentation they need to make the diagnosis of Radiofrequency Sickness. The only cure for which is to remove the source(s) of exposure.

     

  • Find out if the transmitting meter you have or would have is UL approved. Many transmitting meters have not been UL listed. Many state and local ordinances require UL listing in order for it to be legal to install. Please take a moment to write down the manufacturer, model information, serial number, and any other identifying from your transmitting utility meters. Then search the Underwriters Laboratory database at http://database.ul.com/cgi-bin/XYV/cgifind.new/LISEXT/1FRAME/index.html or call them at 1.877.854.3577 in the US. (Phone numbers to contact in other countries can be found at http://www.ul.com/global/eng/pages/corporate/contactus/ ) If you speak directly to UL, which would be a good idea if you do not find your meter in the database, please get the name of the person you speak to, please also note particulars of the conversation and the date it occurred.

    If you find that your meters - electrical, water or gas - have not been tested and approved, it may give you, your town, city, county, or state a basis to require removal of the meters. Please check into the relevant laws under "electrical"...

    When you have done this, please relay what you have found - Meter type, manufacturer, model information, serial number, and any other identifying from your transmitting utility meters, whether it is UL approved - along with approval numbers, where you live - town and state is fine, and your utility to the EMR Policy Institute so it can be collected and tabulated. Please send emails to info@emrpolicy.org with "Transmitting meter UL Approval information" in the subject heading so that they can independently compile the UL approval information.

    UL listing generally indicates fire safety, among other things. Smart meters in CA have caused fires according to this article.

     

  • Please file a written complaint with your PSC/PUC, both the federal agencies listed below, the New York State Public Service Commission, and then send a copy of those complaints to Consumer Reports and the EMR Policy Institute at info@emrpolicy.org with "Transmitting Smart Meter Complaint" in the subject heading so that they can independently compile the complaints. (Please be prepared to give product information, including manufacturer and model number, and health symptoms.) If the product is not UL listed, please be sure to include that information.

     

    • Food and Drug Administration - The FDA regulates electronic consumer products that emit radiation (such as microwave ovens and video monitors and cellphones). You can file a complaint through the Medwatch Program on their website at https://www.accessdata.fda.gov/scripts/medwatch/medwatch-online.htm or by calling 1-800-FDA-1088. The same program that regulates medical devices, regulates consumer products that emit radiation.

       

    • Consumer Product Safety Commission - The Consumer Product Safety Commission is responsible for taking dangerous products off the market. You can file a complaint with the Consumer Product Safety Commission at 1-800-638-2772 or https://www.cpsc.gov/cgibin/incident.aspx.

       

    • NYS State Public Service Commission - Even persons who are not residents of NY State can file a complaint with them about AMR, transmitting, or "smart" utility meters. This can be done by emailing them at: secretary@dps.state.ny.us with "Smart Grid Case # 10E0285 Complaint Dangerous "smart" Meter" in the subject line or by filing a complaint at http://documents.dps.state.ny.us/public/MatterManagement/CaseMaster.aspx?MatterCaseNo=10-E-0285 using Case # 10-E -0285

       

    • Consumer Reports - Consumer Reports is an independent nonprofit concerned with product safety. They are one of the most influential non-governmental product safety organizations. It is essential to getting their attention focused on this issue that they receive notice of safety problems caused by the transmitting meters so please go to http://custhelp.consumerreports.org/cgi-bin/consumerreports.cfg/php/enduser/ask.php.     • EMR Policy Institute - Please send a copy of the complaints filed with the FDA and the Consumer Product Safety Commission to the EMR Policy Institute at info@emrpolicy.org with "Transmitting Smart Meter Complaint" in the subject heading so that they can independently compile the complaints. This is not a substitute for filing complaints with the FDA or the Consumer Product Safety Commission.

    It is very important that you file a written complaint with your PSC/PUC. Written complaints often get handled differently and often state statutes require that the PSC/PUC open an official inquiry if a certain number of complaints on the same topic are received.

    Disclaimer: I am not a lawyer, so this does not constitute legal advice, just a list avenues and options you may want to explore. You may need to consult a lawyer specializing disability law in order to fully protect your rights.

    Those of you who have been diagnosed with a disability that is related to your exposure to radiofrequency radiation or are disabled by radiofrequency sickness may have additional options for places to turn to. Local Centers for Independent Living may be able to offer some assistance. In spite of the fact that there was an article in the the NCIL newsletter about radiofrequency sickness and transmitting smart meters (http://www.ncil.org/resources/radiofrequencyarticle.html), you should count on having to educate your local CIL. The article that ran in the NCIL newsletter may help, as might the information above for physicians. They may be able to help give guidance and support in dealing with the utility companies.

    If after a written request for reasonable accommodation - e.g. monthly self-reporting, verified during mandated meter checks annually or every six months (you will need to check your state PSC or PUC statues to check the requirements) - your utility and PSC are denying your request, you can file a complaint with the United States Department of Justice Civil Rights ADA Division. (Requests for Accommodation should be made in writing so they are replied to in writing so you have the documentation you need to proceed. If possible they should be accompanied by a doctor's letter. You will need to address the request in writing both to the utility and the PSC/PUC either sequentially or simultaneously before proceeding.)

    Please be sure to include documentation of the denial of reasonable accommodation, doctors letters, and research articles documenting the existence of detrimental biological effects.

    Complaints against public entities are Title II complaints. The PSC/PUC and municipal utilities should fall into this category. Title II complaint forms can be found at: http://www.ADA.gov/t2cmpfrm.htm

    Complaints against a private business (publicly regulated private utilities) are Title III complaints and can be filed by emailing them to ADA.complaint@usdoj.gov, if you all use "Transmitting Meter Complaint" in the subject heading they will be more obviously related.     The volume of complaints is often used to determine the extent of a problem so please do file a complaint if the PSC/PUC and utility will not accommodate you or if the accommodation is burdensome. (High fees for a service that would be free if the request were made for other reasons could seem discriminatory and burdensome.)

    Please also send a copy of complaints filed with the Justice Department to the Disability Rights Education Defense Fund (www.DREDF.org) at info@dredf.org, again, if you all use "Transmitting Meter Complaint" in the subject heading they will be more obviously related. DREDF works on both legislation and litigation, as they deem fit so they are very important to get up to speed.

    They will not stop installing these meters unless complaints are filed. Check back or join the email list for further steps you can take.

‘Smart’ Meters Violate FCC Radiation Exposure Limits Says New Study

New independent report suggests that living next to a 'smart' meter is comparable to living within 3-600 feet of a major cell phone tower

San Francisco- A study released today reports that wireless ‘smart’ meters being installed by PG&E and other utilities in California are likely to violate Federal Communications Commission (FCC) safety limits as they are being installed and operated.  Further, the study found that excessively elevated radiofrequency radiation levels can be expected throughout homes and businesses where ‘smart’ meters have been installed, comparable to living within 200 – 600 feet of a major cell phone tower in many cases.  Health risks have been associated in some published studies to levels commensurate with those of smart meters. The study, carried out by consulting firm Sage and Associates, finds that associated health impacts may include neurological symptoms such as headache, sleep disruption, restlessness, tremors, cognitive impairment, and tinnitus, as well as increased cancer risk and heart problems such as arrythmias, altered heart rhythms, and palpitations.[1] [2]

“This study represents an independent refutation of what PG&E and the other utilities claim are insignificant exposures to microwave radiation from their meters,” says Joshua Hart, Director of Stop Smart Meters!  “The reality is that ‘smart’ meters emit radiation of a power and frequency that has been linked with DNA disruption, pathological leakage of the blood-brain barrier (which can lead to neuron death), and many other health impacts.  This report is the final straw- if the CPUC refuses to act, Governor Brown must order an immediate halt to installation and deactivation of installed meters pending open public hearings on how this debacle could have been approved in the first place.”

In other developments, Marin County on Tuesday became the 4th local government, and 2nd county in California to pass an ordinance specifically outlawing installation of ‘smart’ meters- in large part due to health and safety issues. This unanimous decision follows two successive Board of Supervisors meetings that were packed with outraged residents demanding that the County government pass legislation to protect human health.  It also follows a blockade of ‘smart’ meter trucks in West Marin last week that resulted in the arrests of two mothers who blocked installation to protect the health of their children and community.

People across California have complained about ‘Smart’ meters since the beginning, including widespread reports of inflated bills, privacy and hacking of personal information, electrical interference with cordless phones, baby monitors, home security systems and critical care equipment, and tripping of ground fault interrupters and arc fault interrupters on electrical wiring that is needed to protect wiring from electrical surges.

In addition, there have been more than 2000 health complaints submitted to the CA Public Utilities Commission (CPUC). ‘Smart’ Meters use microwave radiation (similar to a cell phone) to transmit customer data back to the utility, and are being installed just as the public learns of evidence that brain tumors and other health damage can be traced to similar wireless devices.   The CPUC, who sanctioned PG&E’s $2.2 billion program to install 10 million new meters throughout California at the expense of ratepayers, has not allowed individuals to opt out even in cases of severe health impacts.

Nearly two dozen local governments* have called for a moratorium.  The CPUC’s own Division of Ratepayer Advocates (DRA) has also demanded public hearings be held to study potential health risks resulting from exposure to radiation from the meters.

I ask NWVs to post this column on a Friday because it does require many hours of reading to fully understand the issue. By necessity, this new column is two parts as I'm trying, as I did in my first column, to put as much credible information all together in one place to make it easier for everyone fighting this new silent killer. We're all pressed for time. Thank you to everyone who sent in reference material in our efforts to share the truth and what we can do to stop this madness.

There is a major war being waged in this country, although you'd never know it by the silence from the old, disgraced media (ABC, CBS, NBC) and all the cable "news" networks. This new assault on our bodies and privacy is over another relatively new piece of technology that allegedly will save energy; it will also cost tens of thousands of jobs for meter readers. When I say millions of Americans are up in arms over this, I am not exaggerating.

It contains not only my battle against having one installed on my house (update in Part II), but the very best expert opinions from individuals who have studied wireless RF (radio frequency) for decades:

My fight against the 'smart meter'

Since that column was published, my email box has been overflowing with questions, which I will address as best I can in this column. Hundreds of emails describe how people's health has suffered serious deleterious effects after the meters were installed - before the individual even knew about possible dangers to their health. When I say utility companies are forcing this installation of those meters, I am not exaggerating. I know of one instance here in Texas where a utility company installation man forced his way onto the person's property and physically pushed the lady of the house mulitple times (in other words, he assaulted her) in his attempt to install the meter after she told him she did not want the meter installed and to get off her property. I have spoken with her on the phone, but due to legal reasons, cannot be more specific right now.

Wisconsin Utilities Bullying Customers Over Smart Meters

"The nationwide roll-out of transmitting radio frequency utility meters, known as smart meters, has intensified since the federal push and funding for them came through the Recovery and Reinvestment Act of 2009. Wisconsin utilities got $21.5 million of the $3.4 billion awarded for smart grid projects, including meter installation. But people who are sensitive to the effects of microwave radiation and electrical fields cannot tolerate the new source of emissions. And some Wisconsin utility companies have been bullying their paying customers who have resisted the installation of smart meters, or requested their removal for health reasons.

"In fact, the chronic bursts or pulsing of smart meters have not been proven to be biologically safe for anyone. Current federal standards are grossly out of date, not taking into account the growing levels of microwave radiation exposure people now get 24/7 from various sources. Furthermore, FDA/FCC standards are based solely on the heating effect of microwave radiation on a large, grown man, ignoring numerous studies that point to other effects, including irregular heartbeats, melatonin depletion, which affects sleep, and abnormal mast cell proliferation, which affects the immune system and inflammation levels."

Here are just two examples from California:

Santa Cruz County Sheriff Wowak Enabling Illegal “Smart” Meter Installations

"Despite Public Outcry, Sheriff Refuses to Enforce County Law Banning Wireless Network - Santa Cruz, CA- "This morning at approximately 7:45am, Santa Cruz County Sheriff's Deputies responded to a “smart” meter protest at the Wellington Energy yard at 38th and Portola in the unincorporated Opal Cliffs area of Santa Cruz County where PG&E contractors Wellington Energy are based. Wellington has been installing wireless “smart” meters throughout the county, violating ordinances in Capitola, Watsonville, and the County[1] that prohibit installations due to urgent concerns about health impacts from the meters’ wireless pulses, which have been measured at 100 times the strength of a cell phone[2], as well as privacy violations, ongoing accuracy issues and a series of fires and explosions caused by the new meters.

"Thousands of people have submitted written health complaints to the California Public Utilities Commission (CPUC), and in May the World Health Organization made an earth shattering declaration- that non-ionizing radiation from cell phones, cell towers, wifi, and “smart” meters, has been linked with a number of cancers. “Smart” meter radiation is now categorized as a class 2b carcinogen in the same cancer causing category as lead, DDT, and engine exhaust.[3] Nevertheless, PG&E continues to maintain that their meters are safe."

Two More Arrested at Santa Cruz County Smart Meter Protest - PG&E Covering Logo on Trucks to Sneak into Backyards as Illegal Installations Begin

Santa Cruz County, Calif.- "Two people were arrested Friday afternoon by Santa Cruz County Sheriff's Dept. for peacefully blocking smart meter installation trucks as they attempted to drive out of a yard in the Pleasure Point neighborhood of Santa Cruz County. PG&E has stated that they do not intend to respect laws in Santa Cruz County, Capitola, and Watsonville that prohibit wireless meter installation- laws that were passed to protect the public from identified health and safety risks from the new meters. The two protesters who are affiliated with StopSmartMeters! were charged with misdemeanor obstruction, and released with court date in August."

Why are utility companies pushing so hard to install one of those dangerous meters on every house, apartment, retail and commercial building in this country? Because of something called the $2 trillion dollar 'Smart grid' and BIG money. Advocates for the 'smart meters' (especially those who stand to make billions of dollars destroying your body) claim they save energy. One State Attorney General doesn't see it that way:

"To evaluate the technical capabilities and reliability of the advanced metering system, state regulators previously approved a limited study of 10,000 meters. Between June 1 and Aug. 31, 2009, CL&P tested the meters on 1,251 residential and 1,186 small commercial and industrial customers, who volunteered and were paid for their participation in the study. The company reported its results to the DPUC on Feb. 25, 2010. "The pilot results showed no beneficial impact on total energy usage," Jepsen said."

In addition to to the serious health risks from 'smart meters', the other major issue people have is privacy.

"The demand portion includes how to control energy inside the consumer space: smart meters on buildings, smart thermostats and smart appliances, to name a few." How to control your energy use in your own home. "In the initial stages of smart-grid development, companies, governments and consumers have focused on changing attitudes on the demand side, Geschickter says." Conditioning by those who will control how much power is "allowed" into your home, apartment, business. 'Smart meters' are nothing but surveillance without a warrant.

Billions of Taxpayer $$$ Wasted on Risky Technology

"This is federal coercion on a grand scale. President Obama is pushing to expose most U.S. citizens to constant radiofrequency/lectromagnetic radiation (RF/EMR) everywhere. Wireless broadband sends RF/EMR throughout an area rather than directly through a shielded wire or cable to the electronic device being used. Constantly exposing everyone inside and outside of their homes and workplaces in over 98% of the U.S. to unprecedented levels and frequencies of RF/EMR with wireless signals is a dangerous, unsanctioned, mass experiment done without consent that must not occur. This initiative risks our finances, our health, privacy, cyber security, the ability of people with medical device implants to function and more.

"If this radiation were a drug, increasing the dose and type would not be allowed without thorough evaluation of safety because like drugs, it can cause changes in the biology of the body. This radiation promotes degenerative diseases and premature aging even at levels of RF/EMR below FCC limits. Numerous other risks to human health from radiofrequency/microwave (RF/MW) radiation exposure, particularly to children and persons with disabilities, at levels below the current FCC limits are summarized in the review articles published in the March 2009 issue of Pathophysiology that are based on The BioInitiative Report: A Rationale for a Biologically-based Public Exposure Standard for Electromagnetic Fields (ELF and RF) (The BioInitiative Report).

Smart meters send and receive wireless RF/MW signals throughout homes and businesses. These smart meter RF/MW levels are far higher than those already reported to cause health risks. But the utility's proposal fell apart when the Hawaii Public Utilities Commission on Monday denied a request for expanded testing of the technology on Oahu. The "smart grid" concept relies on installing new electric meters that can wirelessly communicate with the utility, allowing it to better distribute power and handle additional renewable energy."

Maryland PSC Denies BGE’s Stimulus-Funded Smart Meter Request - June 23, 2010

"The Maryland Public Service Commission (PSC) on Monday issued an order denying Baltimore Gas & Electric Co.’s (BGE’s) application to deploy smart meters to all its customers because ratepayers would be saddled with financial and technological risks. The move “deeply disappointed, frustrated, and frankly surprised” the utility, because the smart grid project had received a $200 million federal stimulus grant from the Department of Energy last October—the largest amount awarded to a utility."

That report was back in August 2009 and California has just now gotten around to issuing guidelines regarding data mining? Lovely.

As I mentioned in my first column, several individuals got together, pooled their money and hired an energy attorney to represent them at a hearing in front of the Maine PUC (Public Utility Commission). They won; here is the press release:

Skelton, Taintor & Abbott Wins Landmark Smart Meter Case

Of course, the "customer" out there in Maine has to pay a price for opting out to protect their health: "Choosing a digital smart meter with the wireless transmitter turned off will carry an initial charge of $20, plus a monthly charge of $10.50. Keeping an existing mechanical meter will cost $40 upfront, plus $12 a month. The cost of relocating an existing meter is highly variable, but typically expensive." Shame on those commissioners for sticking to the people of their state instead of forcing the utility company to replace the meter with an old analog meter at no cost to the consumer.

Smart Meters Make Themselves At Home . . . by Force

Many Idaho residents want nothing to do with the new Smart Meters forced on them by Idaho Electric and the Public Utilities Commission in order to replace analog electric meters.

Some simply don't want them, others don't appreciate the eerie surveillance of residents' whereabouts and usage and the ability for remote power shut-off, especially where medical devices are concerned.

Most alarming have been the health effects from the EMF output – headaches, insomnia, nausea, ringing ears and more reported by residents nationwide.

Idaho Electric has been caught installing Smart Meters without permission, despite protest, even hopping fences while residents are away. Whether residents are home or not, IE reps have brought armed law enforcement to make sure the job gets done and police go without questioning or filing paperwork.

The media has been strangely quiet about the incidents and the outraged residents. One reporter interviewed an investigative blogger who brought the incidents to light, and wanted to clear it with her editor first. The story never made it to the papers. If anything, the mainstream media have lauded the new “energy efficient” Smart Meters despite growing evidence of health hazards and power spying.

On the one hand, IE says they would never force them on anyone (they just bring cops for good luck?), yet most utility companies and their bedfellow Public Utility Commissioners are calling them mandatory. They're not. And corporations are not allowed to bypass local officials and those they serve with mandates anyway.

Meanwhile, in Santa Cruz, CA, PG&E has resorted to another tactic of force – electricity shut-offs. And two weeks before Christmas to really tighten the screws. This time the media was there and PG&E was compared to both Scrooge and The Grinch Who Stole Christmas.

Local customers had pleaded with PG&E for weeks to have their Smart Meters removed, some installed without their knowledge. These residents were facing some serious health effects like insomnia, nosebleeds and nausea. After not being heard, they finally resorted to having professional electricians replace them with analog meters. So, naturally, PG&E shut their electricity off with no notice and no hope for their power back anytime soon.

Some of these paying customers had small and ill children who had to stay with relatives due to having no heat in freezing temperatures, and others had medical issues that required electricity for devices. Ironically, PG&E blames the action on the “public health safety risk” of having an electrician remove the meter.

Their choices were: no power, Smart Meter, or a digital meter which also emits EMF and causes health problems. A rep explained that the residents were supposed to call to get on a delay line until some opt-out method was developed, which would be weeks and weeks away. From the sounds of this “mandate,” any kind of opt-out will prove nearly impossible -- it already has. There were also hefty fees associated with any opt-outs which made PG&E look much better.

Thankfully, this type of corporate retaliation brought forth disgust and wrath from Santa Cruz public officials who intervened to help the families.

 
In a board meeting, they grill a PG&E pawn, and school her on her company's indefensible and non-sensical actions. They wanted answers and wouldn't accept her vague ramblings. They wanted to know exactly who to contact that could actually make a decision for the residents with no power. NOW -- not six weeks from now when some opt-out or delay decision made it down the ladder.

This board meeting is a must-see! Local government at its finest -- actually stepping in to protect individual liberty.

In one memorable part, a board member compares this corporation's actions to bankers pretending to help homeowners with mortgage questions, but systematically making sure they never talk to the same rep, sending them all over the place, and never actually helping their paying customers.

“We're having a Dickens moment here,” says one member. “You can choose to be Scrooge or you can say 'Let's get into the spirit of the holidays and help someone in need.'” A someone, who, by the way, is paying for this service! Another member wanted a different situation corrected: a resident said “No” to the Smart Meter, but it was installed anyway.


PG&E has since restored power -- for those few families, but what about others? Strangely, they restored power to the homes without any meters at all.

In the ongoing battle against the seriously flawed Smart Meter program (which is not mandatory, by the way, despite what your utility company may be telling you), Idaho Power has shown just how far they’ll go  to get their spy meters installed on homes in Idaho.

They’ll bring guns to the fight.

On Tuesday, December 13, 2011 Idaho Power showed up at Vicky Davis’ Twin  Falls home with declaratory order and a Deputy Sheriff  from Twin Falls County, to forceably remove the analog meter and replace it with a Smart Meter.

Sheriff Tom Carter -“Upon taking office, I knew one of the things I wanted to emphasize was our service to the community in a capacity that goes beyond police work.”

Davis, an independent researcher and long-time resident of Idaho, has been resisting the installation of the Smart Meter since last year, knowing that their installation was not mandated, and that technology that makes the digital meter works is dual use – serving both as a surveillance device and a reporting system.

Another Twin falls resident, Bonnie Menthe, had a similar incident at her home.  She openly opposed the installation of the Smart Meter on her home, but Idaho Power installed the new meter while she was away.  A neighbor watching her home challenged the Idaho Power company representative when he showed up at the Menthe home accompanied by an officer from the Twin Falls city police.

The representative told the neighbor nothing was going on and proceeded with the installation. The city police officer declined to answer the woman’s questions.

Davis received written notification of the forced installation a few days earlier.  Menthe states she received no such written notice.

“Nothing like that was given to me, not stuck in my door.  I wasn’t home and they clearly knew that I didn’t want one. I have a notice posted on my meter stating my objection to the smart meter being installed.”  Menthe went on to say, “I have a six foot fence, and the meter is on the side of my house, with a metal bar to prevent the door swinging opened.  My neighbor says they (Idaho Power) had a step-stool like thing and climbed over the fence on that.”

12/6/11 – Vicky’s Response  to Idaho Power

Dear Mr. Rick Astley,
On December 3, 2011, I received two duplicate letters from Mr. Rick Astley with Mr. Bell and Ms. Nordstrom listed as recipients of carbon copies. I intend to hand deliver this response letter to Mr. Chris Bell at the Idaho Power office in Twin Falls with the expectation that it will be faxed to the recipients who are located in Boise. I will however, mail a copy to Mr. Astley and Ms. Nordstrom via regular mail.
This letter is the response to Mr. Astley’s letter dated December 1, 2011 concerning my refusal to allow an Idaho Power employee/contractor access to my property to replace my current power meter with an AMI Smart Meter. I have never refused to allow the Idaho Power meter reader access to the property to read my meter nor have I ever refused access to any other Idaho Power employee/representative who made a request for access for any purpose other than for exchange of the meter. It was misleading to imply otherwise.
As I made clear in conversations with the Tru-Check contractor and Idaho Power Customer Service Representatives both verbally and in writing, I do not want a smart meter installed. Smart Meter technology – regardless of the method of communications, is a surveillance, detection, monitoring, data collection, and communications and control device. Those capabilities are outside the scope of a public utility chartered to provide electric service. If your charter has been changed to Idaho de-Power and Spy, then please advise me of the law that requires me to submit so that I can verify it with the Sheriff’s office and my attorney.

12/1/11 – Letter from Idaho Power to Vicky Davis -
Dear Ms. Vicky Davis,
As previously explained in my letter to you dated 9/19/2011 Idaho Power must replace existing meters with Advanced Metering Infrastructure pursuant to Idaho Public Utilities Commission Order Nos. 29362, 30102, and 30726. Once installed, this infrastructure will enable Idaho Power to provide enhanced customer services and reduce its operating expenses to keep customer rates as low as possible.
Idaho Power personnel or its exchange contractor, Tru-Check, recently attempted to exchange the meter at *****, Twin Falls, ID on 8/31/2011; however, you refused the Company access to its meter. Under the terms of service outlined in Utility Customer Relations Rule 302.05 (IDAPA 31.21.01.302.05), a utility may terminate service to a customer that denied or willfully prevented the utility’s access to the meter.” Although Idaho Power does not wish to terminate your electric service or take legal action against you, Idaho Power cannot ignore the lawful order of the Idaho Public Utilities Commission to exchange the meter. Idaho Power anticipates it will need only five minutes to exchange the meter and that your power will be interrupted for just a few minutes at most. You need not be present at the time the exchange occurs.

For most people who are alive today in the United States, there has never been a time when they lived without electricity in the conduct of their normal daily activities.   We are so accustomed to having it that the wonderment of it has faded and the expectation of its availability is on the same level as the expectation that the sun will come up tomorrow.  But just for a moment, try to imagine what the United States would be like if all the electric generation facilities were shut down and the lights went out in America. 

It doesn’t take much imagination to envision the consequences.  For the modern society, it is the power of God at the flip of a switch - a binary equation.  ON = life, order, industry, bounty, pleasure,  OFF = death, chaos, silence, starvation, bewilderment and despair.  There are no in-betweens.  QED.

That is true power with no pun intended.   And that is why the utility companies were regulated monopolies because at the flip of a switch, America could be shut down, destroyed, out of business. 

On December 3, 2011, I received a letter (letters actually – two of them, duplicates mailed registered and certified return receipt), from Idaho Power in which they exercised the monopoly power of life and death by their threat to shut off my electricity.  This threat was not for non-payment, but because I wouldn’t allow them to install a device that would give them permanent, convenient, intermittent and selective ON/OFF control over my home and my life.  When they issued the threat, they put on full display, the heart of darkness in the power of light.

According to the letter(s), Idaho Power is an innocent middleman that doesn’t want to threaten me or shut off my power, but they must because of a “lawful order” from the Idaho Public Utilities Commission.  That’s an interesting proposition because it means that the Idaho Public Utilities Commission is attempting to extend their regulatory authority through Idaho Power to me personally.  That’s unacceptable for many reasons both obvious and not so obvious. 

One of the responses I received from my email request for assistance on this issue pointed me to the Energy Policy Act of 2005 as being the legislation authorizing smart meters.

(a) IN GENERAL.—Section 111(d) of the Public Utility Regulatory Policies Act of 1978 (16 U.S.C. 2621(d)) is amended by adding at the end the following:

‘‘(14) TIME-BASED METERING AND COMMUNICATIONS.—(A) Not later than 18 months after the date of enactment of this paragraph, each electric utility shall offer each of its customer classes, and provide individual customers upon customer request, a time-based rate schedule under which the rate charged by the electric utility varies during different time periods and reflects the variance, if any, in the utility’s costs of generating and purchasing electricity at the wholesale level.  The time-based rate schedule shall enable the electric consumer to manage energy use and cost through advanced metering and communications technology.

 

Notice that the language says, “shall offer”.

Because Congress and the lobbyists who own them never stop implementing “reforms”, I checked 16 U.S.C 2621(d) to see if the law changed regarding the “offer”.   Here is the text in the law:

 

(14) Time-based metering and communications

       (A) Not later than 18 months after August 8, 2005, each electric utility shall offer each of its customer classes, and provide individual customers upon customer request, a time-based rate schedule under which the rate charged by the electric utility varies during different time periods and reflects the variance, if any, in the utility's costs of generating and purchasing electricity at the wholesale level. The time-based rate schedule shall enable the electric consumer to manage energy use and cost through advanced metering and communications technology.


I don’t see a customer mandate in there.  The rest of the section does have mandates for the utility companies to implement new equipment for the smart grid, time-of-day pricing, etc. If the Idaho Public Utilities Commission does in fact, order Idaho Power to implement equipment for monitoring, surveillance and control (smart meter for 'Demand-side management'), then they are attempting to institute a system of police power by proxy through the utility company using extortive tactics.
